Federal 5-Year and Annual Plans
Current Plans
The Public Housing Reform Act requires submission of both a Five-Year and an Annual Plan.  The Five-Year Public Housing Authority (PHA) plan describes the agency's mission and the long-term plan for achieving that mission over the subsequent five years.  

The Annual Plan provides details about the PHA's current programs and the tenant population served, as well as the PHA's strategy for addressing the housing needs of currently assisted families and the larger community.

The PHA Plan is a comprehensive guide to public housing agency (PHA) policies, programs, operations, and strategies for meeting local housing needs and goals.  There are two parts of the PHA Plan:  The 5-Year Plan, which is submitted to the Department of Housing & Urban Development (HUD) once every 5th fiscal year, and the Annual Plan, which is submitted to HUD every year.  FHA's fiscal year is July 1 to June 30.
